Kigali Independent University ULK is a private institution of higher learning founded on 15th March 1996 and governed now by the new law Nº 27/2013 of 24/5/2013 governing the organization and functioning of Higher Education in Rwanda, the Law Nº13/2009 of 27/5/2009 regulating Labor in Rwanda, the Presidential Order Nº51/01 of 13/7/2010 establishing quality standards in higher learning institutions, the ULK statutes, the present Internal Regulations and manual of procedures.
The university was created after the Genocide against the Tutsi in Rwanda which took place in 1994. Prof. Dr. Rwigamba Balinda is the founder and owner of the University. ULK started its activities from the St Paul buildings. It later shifted from St. Paul buildings to its own first campus at Kacyiru. Currently, these buildings hold "Glory Secondary School". In 2007, All Administrative and teaching activities of the ULK Kigali campus moved to the new headquarters at the Gisozi sector.
UniversitéLibre de Kigali (ULK) offers courses and programs leading to officially recognized higher education degrees in several areas of study. Also provides several academic and non-academic facilities and services to students including a library, as well as administrative services. Below is a list of faculties provided by ULK.

The fundamental mission of ULK is to provide the students with training that will enable them to become actors and organizers of the complete development of the nation.
SOCIAL MISSION
Despite UK's legal status as a “private institution”, meaning that functions using its own means, ULK takes patience and allows gradual payments from students who don’t have the capacity to pay the fees at once.
Furthermore, RWIGAMBA BALINDA’s FOUNDATION assists students deprived of financial capacities with a grant (a loan) without any interest. From its creation in 2001 until the academic year 2013-2014, the Foundation granted bursaries to 2,878 students of ULK (Kigali and Gisenyi Campuses) to help them complete their university studies.
